When I lived in Alaska is wasn't uncommon to run across people who spoke Russian, but most of them spoken standard Russian, not this unusual kind of dialect. Most of the people I met who could speak at least some Russian were native Americans who had kept the language alive as a kind of second native language in distinction to English (viewed as the language of the government, business, etc.).
